Disaster Mismanagement

Only public announcement system seems to be working to forecast some imminent natural disasters like rains and storms. But otherwise, an earthquake cannot be forecasted with much accuracy, the coasts are still largely without mangroves to ward off the waves and there are stampedes for relief, thanks to disaster mismanagement.
