The University Grants Commission is supposed to grant autonomy only to those colleges which have the infrastructure, among other things, to self-sufficiently run an undergraduate educational institution. In that case, the students can be properly guided and trained with higher education and easier availability of funds for research works can help the cause of higher education as well.
