Development Time

Civic development works cannot just be slogged through in a year. Whoever comes to power may have assessed the situation beforehand, but successful implementation of the plans requires time, for which a five-years span may be just enough. Also election is too expensive an affair to be afforded once every twelve months. To check corruption in general and red-tapism in particular, the opposition and the maass media, as also the citizens need to be more vigilant, instead of reducing the terms of the elected representatives.
