Protect The Sufferers
Considering the number of lives heat and cold waves tend to account for in India, such vagaries of nature can very well be termed as natural calamities in India. The government can actually arrange for extra medical and para-medical manpower in the worst-affected areas, who can treat people in mobile health clinics as well as in the health centres. Adequate supply of drinking water has to be ensured at any cost all over the country during summer. Similarly, warm clothes can be distributed for free in the areas worst affected by cold. Implementations of these measures require huge sums of money and a better public distribution infrastructure. But if those at the helm of affairs are for once humane enough not to engage themselves in defulcation and misappropriation of public funds, the obvious ends of a welfare state can be achieved.
